International (Iran-related), in full compliance with the laws of the country of operation.
Research, review, and analysis of terrorist groups supported by the Islamic Republic regime, and submission of reports to competent legal authorities with requests for legal review and action.
Cooperation and submission of prepared reports and documentation to United States legal authorities and United Nations human rights bodies.
Where necessary, alliance and unity with like-minded parties for the transition beyond the Islamic Republic.
Introduction of Party representatives for participation in governmental positions and the national parliament during the post–Islamic Republic period.
Preparation of organizational frameworks for institutions and administrative bodies of the new state following the transition.
Establishment of various Party departments.
Organization of lawful protests, demonstrations, seminars, and peaceful assemblies with full respect for U.S. federal, state, and host-country laws.
Recruitment of members from Iranians inside Iran, Iranians abroad, or individuals of any nationality or ethnicity worldwide.
Membership selection shall be based on experience and free-thinking principles.
Article 0 – Definitions, Terminology, and Rules of Interpretation
0-1. Definition of “Party”:
“Party” refers to this registered legal entity governed by this Charter and its duly adopted bylaws.
0-2. Definition of “Iran” and “Iran-Related Affairs”:
Any political, legal, economic, cultural, security (strictly analytical), media, or civil matter concerning the interests of the Iranian nation, Iran’s future governance, human rights in Iran, or Iran-related international relations.
0-3. Definition of “U.S. Domestic Political Activity”:
Any direct or indirect action intended to influence elections, campaigns, political parties, candidates, election laws, campaign financing, electoral lobbying, or voter mobilization within the United States.
0-4. Principle of “Compliance with Local Law”:
The Party shall operate in each country strictly within that country’s legal framework and required authorizations.
0-5. Principle of “Non-Violence”:
Any call for, encouragement, training, facilitation, or justification of violence is prohibited. All activities must remain civil, lawful, and peaceful.
0-6. Principle of “Documentation and Verifiability”:
All official claims, reports, or positions must be based on credible, reviewable, and verifiable sources, with strict avoidance of defamation or unsubstantiated assertions.
Article 1 – Nature, Scope of Activity, and Non-Interference in U.S. Domestic Politics
1-1. Nature of the Party:
A political-intellectual, organizational, and program-driven entity whose mission is exclusively related to Iran and the interests of the Iranian nation.
1-2. Thematic Scope:
Activities limited strictly to Iran-related matters, including human rights, political transition, public policy, governance models, foreign relations of a future Iran, and support for Iranian civil activism.
1-3. Non-Interference in U.S. Domestic Politics (Binding Principle):
(a) The Party shall not participate in U.S. elections, campaigns, partisan competition, support or opposition to candidates/parties, fundraising for candidates, voter mobilization, or political advertising.
(b) Members acting as private individuals may hold personal views but may not attribute them to the Party or use Party resources or official channels.
1-4. Permissible Activities within the U.S.:
Informational meetings, conferences, lawful assemblies, publication of human rights reports, and public communications focused on Iran.
1-5. Legal Compliance Commitment:
Adherence to federal, state, and local laws, taxation requirements, transparency obligations, and recordkeeping standards.
1-6. Prohibition of Government Representation:
The Party represents no foreign government and operates independently on a non-profit basis.
Article 2 – Foundational Principles and Governing Values
2-1. National Sovereignty & Territorial Integrity:
Rejection of separatism, border violations, and destructive foreign interference.
2-2. Secularism & Rule of Law:
(a) Separation of religion from politics, the state, and all military and administrative institutions.
(b) Equality of citizens and prohibition of discrimination, guided by the principles of the Cyrus Charter and international human rights standards.
(c) Development of deep economic and political relations with the United States, Israel, Europe, and the Middle East.
(d) Full respect for citizens’ rights consistent with the latest United Nations human rights instruments.
(e) Research and documentation.
(f) Unity among parties, groups, nationalities, and ethnic communities to build a state free from destructive ideology, prioritizing a secular order and preservation of the historical position of the Iranian monarchy and royal family.
2-3. Democracy & Human Rights:
Commitment to freedom of expression, assembly, free elections, fair trials, and prohibition of torture.
2-4. Anti-Authoritarianism & Anti-Extremism:
Opposition to dictatorship, systemic corruption, organized violence, and terrorism.
2-5. Transparency & Accountability:
Managerial responsibility, documented resolutions, financial reporting, and the principle of “Zero Conflict of Interest.”
2-6. Lawful & Peaceful Conduct:
All Party actions must remain civil, peaceful, and legal.
